Empowering Consumers: A Comprehensive Seminar on the Consumer Protection Act-2019 organized by KILPAR and Alliance University

Alliance University, Bengaluru and Karnataka Institute for Law and Parliamentary Reform (KILPAR) collaborated to conduct a one-day seminar on the Consumer Protection Act, 2019. The seminar was graced by eminent personalities in the field of consumer law, including Sri. K. Dwarakanath Babu, Director of KILPAR, Bengaluru; Prof. Dr. Ashok R Patil, Chair of Consumer Law and Practice at NLSIU, Bengaluru; and Sri. Y.G. Muralidharan, Founder of NGO – CREAT.
The seminar began with the lighting of the lamp, followed by a welcome address from Dr. Kiran Dennis Gardner, Dean, Alliance School of Law. She emphasized the significance of consumer awareness in today's world. The Chief Guest, Sri. K. Dwarakanath Babu, Director, KILPAR, Bengaluru, spoke about the Consumer Protection Act of 1986, its history, and the amendments made to it in the new law of 2019. He discussed the role of his office in creating awareness about consumer rights through various events.
During the event, students from the first year of Alliance School of Law presented their ideas on different aspects of consumer protection and consumer rights, including Price Discrimination – Pink Tax in India, Need of Lemon Laws in India, Status of Educational Institutions under Consumer Protection Act, Issues about Levying of Service Charge, Healthcare Sector and Consumer Rights, Rural Consumer Awareness, Energy and Environment, Functioning of Judicial and Quasi-judicial Courts under Consumer Protection Act, and Shift of Burden to Caveat Venditor.
The first technical session was led by Dr. Ashok R Patil, who congratulated all the participants and discussed the history and importance of the Consumer Protection Act of 2019. He encouraged students to utilize the Act to enhance their professional, drafting, and research skills while also contributing to the society. Prof. Patil demonstrated petitions filed by the students of NLSIU and their success stories under the Consumer Protection Act. He further explained the interpretations of significant sections of the Act and their relevance to everyday life, which the students found informative.
The second technical session was conducted by Sri. Y. G. Muralidharan, Founder of NGO – CREAT. He spoke about the various awareness programs organized by KILPAR, summarized the presentations made by the students, and gave feedback on them. He emphasized that consumer protection under the Consumer Protection Act is a part of the consumer movement, and other efforts by NGOs and civil societies protect consumer interests. He talked about the international call for consumer protection, the establishment of the first Consumer Protection Board in Karnataka, and the history of his organization, CREAT. Shri. Muralidharan highlighted the efforts made in spreading consumer awareness in various schools of Bengaluru.
The seminar culminated with valedictory ceremony, lauding the commendable work of the participants. The top three performers, Niharika of B.A. LL. B., Sudhiksha of B.A. LL. B., and a tied third place between Lasya of B.A. LL. B., Section A, and Dhanushri from B.B.A. LL. B, were awarded coveted cash prizes and certificates of merit. The event drew an enormous crowd of over two hundred ardent law students and was an unequivocal triumph. Overall, the seminar was informative and insightful, providing a platform for students to learn from experts in the field of consumer law and contribute to the growing awareness of consumer rights.
